The Executive Office of Aging & Independence (AGE) is excited to share the launch of the Enhancing Digital Literacy for Older Adults (EDLOA) Playbook – a new toolkit designed to support Councils on Aging (COAs), Aging Service Access Points (ASAPs), community-based organizations, and partners across the Commonwealth in advancing digital equity for older adults.
The Playbook captures lessons learned from the EDLOA grant program, a two-year initiative funded through the American Rescue Plan Act (ARPA) and administered by AGE, with technical assistance from the Massachusetts Healthy Aging Collaborative (MHAC). Over the course of the program, 24 grantees served thousands of older adults through innovative approaches to digital literacy — from intergenerational tech mentoring to device lending libraries, multilingual classes, and rural hotspot distribution.
Inside the Playbook, you will find:
- Case studies from diverse communities across Massachusetts
- Practical strategies for program design, staffing, and community partnerships
- Insights on fostering agency, confidence, and social connection among older adult learners
- Links to state and national resources for ongoing digital inclusion work
Whether you are just beginning to explore digital equity initiatives or are looking to expand existing programs, this Playbook offers actionable tools, examples, and inspiration to guide your efforts.
The resource is hosted on the Executive Office of Aging & Independence website here, and the full toolkit is available here.
