The Executive Office of Health and Human Services (EOHHS) and MassHealth will be hosting a public meeting on Friday, November 17^th from 1:00 – 3:00 PM EST about the anticipated transition of the Flexible Services Program to managed care in 2025, as outlined in MassHealth’s Section 1115  Demonstration. 

Stakeholders in the Age-and Dementia Friendly movement will have the opportunity to offer feedback on a subset of services that are part of the new Health-Related Social Needs Framework, which are for all MassHealth members regardless of age. Specifically, these services are known as Specialized Community Support Programs (CSP), which include:

• CSP for Homeless Individuals (CSP-HI), for members experiencing homelessness.
• CSP for Individuals with Justice Involvement (CSP-JI), for individuals who live in the community and have been released from a correctional institution within the past year and are under the supervision of the Massachusetts Probation Service or the Massachusetts Parole Board.
• CSP Tenancy Preservation Program (CSP-TPP), for individuals facing risk of eviction as a result of behavior related to a disability (e.g. mental illness, intellectual disability, substance abuse, aging-related impairments).

During this session, MassHealth will provide an overview of the current Flexible Services Program (FSP) and Specialized Community Support Programs (CSP) as well as anticipated changes beginning in 2025.

This meeting will be of particular interest to those interested in learning more about managed care, MassHealth’s anticipated payment approach and funding for HRSN Services under the managed care delivery model, and anticipated payment flows for Accountable Care Partnership Plans (ACPPs) and Primary Care Accountable Care Organization (PCACOs).The meeting will also cover programmatic updates and anticipated next steps for implementing HRSN Services. MassHealth seeks community input from interested stakeholders on these topics at this event.
