The Executive Office of Elder Affairs (EOEA) is seeking to procure up to 22 Elder Mental Health Outreach Team (EMHOT) contracts, with the option to award additional contracts if funding allows. EMHOTs are designed to provide mental health services, counseling, outreach, referrals, support, and a bridge to more formal services to older adults (age 60+) living in Massachusetts communities.
Awards per EMHOT are expected to be between $100,000 – $200,000 per year for a two (2) year funding term beginning in FY25.
This RFR replaces all prior EMHOT grantmaking managed by the Massachusetts Councils on Aging (MCOA). If you received EMHOT or EMOT expansion funding from MCOA in FY24 or before, you must apply to this RFR to be considered for EMHOT funding in FY25 and beyond.
This opportunity is open to, but not limited to:
- Municipal Councils on Aging (COAs)
- Aging Services Access Points (ASAPs)
- Area Agencies on Aging (AAAs)
- Other community-based human services organizations
- Behavioral health care providers
Consumer referrals to the EMHOT program in their catchment area may be made by, but not limited to, community-based organizations (e.g., ASAPs and COAs), town and state departments/employees, first responders, self/family, mobile crisis teams, Certified Home Health Agencies (CHHAs), community health centers, physician’s offices, hospitals/nursing facilities, or religious organizations.
Please note: Applications will be accepted from: 1) existing EMHOT vendors; 2) new EMHOT vendors; and 3) existing and new EMHOT vendors that emphasize diversity, equity, and inclusion (DEI) in their programming for the proposed service areas.
